Peruvian Congressman David Villanueva Nuñez, in a response to Microsoft Peru shows an understanding of the Open Source/Proprietary software issues that is sorely missing in US legislators. Peru is debating legislation which will mandate the use of “free” or “open source” software in all govenrment agencies and also mandate that all data be kept in open standards format. Private industry is allowed to make whatever decision regarding its use of software that is right for itself in Peru under this bill. I agree completely with Congresssman Nuñez’s arguments in the letter.
